Not true! Each free entry has to be given the same chance of winning as any paid entry. ITV have to offer free entry as an alternative or they will be running a paid lottery.
A licence to operate a lottery in the UK can only be given to a non profit organisation. ITV relies on people paying for entry which is optional and not a condition of entry.
I can never find the form that should be there to fill in on the itv this morning page
